Manny Pacquiao wants a rematch with Floyd Mayweather.

The Filipino ring icon made the pronouncement on Monday in a live interview on "24 Oras," a day after he lost via unanimous decision to the unbeaten American champion.

"Kung ako, gusto ko mag-rematch," said Pacquiao, adding that he wants to face Mayweather at his best. Pacquiao admitted to being affected by an injury during the fight after hurting his shoulder in training.

Pacquiao, however, doesn't know if Mayweather would want to face him again.

"Ewan ko sa kaniya kung gusto niya mag-rematch," said Pacquiao, whose negotiations with Mayweather was off and on for five years before they finally agreed to have a fight.

There is no rematch clause in the contract of the two fighters.

Report: US, Philippines agree on rotations to bases along South China Sea

Report: US, Philippines agree on rotations to bases along South China Sea

Amphibious assault vehicles depart the well deck of the amphibious transport dock ship USS Green Bay during exercise Balikatan in the Philippine Sea on April 18, 2015. A new defense agreement between the U.S. and the Philippines identifies eight bases in the country to which U.S. would have access. EDWARD GUTTIERREZ III/COURTESY U.S. NAVY

U.S. forces would have access to at least eight bases in the Philippines — including two near a hotly contested island group claimed by China — under a new bilateral defense agreement, according to a Philippine media report.
Armed Forces Chief of Staff Gregorio Catapang told Manila’s ABS-CBN News that during an October meeting, he and Pacific Command chief Adm. Samuel Locklear identified eight bases that the U.S. would send troop rotations through. The rotations would happen in accordance with the Enhanced Defense Cooperation Agreement, a bilateral document signed last year that gives the U.S. military the most access it has had since the Philippines ordered the U.S. to leave its former bases in the 1990s.
U.S. access to Philippine bases, which Catapang said wasn’t necessarily limited to the eight he specified, is contingent upon a Philippine court ruling over the constitutionality of the EDCA.

The U.S. Embassy in Manila was unavailable for comment on the report Monday. Pacific Command officials also were not immediately available Sunday night, Hawaii Standard Time.
Two of the specified bases, Antonio Bautista Air Base and Naval Station Carlito Cunanan in Palawan, would give the U.S. rapid access to the Spratly Islands, a collection of islets and reefs under dispute between the Philippines and China.
Recent satellite footage has shown China building artificial reefs, runway strips and other fortifications on the islands, which lie in the South China Sea and largely within the Philippines’ Exclusive Economic Zone.

The Philippines is pressing its ownership claim in international court, a process expected to take years. China declined court participation and claims the islands, along with an ambiguous right to about 90 percent of the South China Sea, by right of historical discovery.
The Association of Southeast Asian Nations cast doubt on China’s actions Monday in a statement that followed a one-day summit in Malaysia.
“We share the serious concerns expressed by some leaders on the land reclamation being undertaken in the South China Sea, which has eroded trust and confidence and may undermine peace, security and stability,” the statement said.

During a Tokyo visit earlier this month, U.S. Defense Secretary Ash Carter called island fortification attempts contrary to the “principled pursuit of peaceful interests in the region.”

“Philippines have long been a security partner of ours; we want to deepen that kind of security, and I think that the government of the Philippines wants to do the same,” Carter said. “That is reflected in the increased activity and intensity of our exercises together.”

Besides the two bases in Palawan, the six other bases named by Catapang include Fort Magsaysay in Nueva Ecija; Crow Valley in Tarlac; Basa Air Base in Pampanga; Naval Station San Miguel in Zambales; and, Benito Ebuen Air Base and Naval Base Rafael Ramos in Cebu.

PH: China poised to take 'de facto control of S. China Sea'

KUALA LUMPUR -- (2nd UPDATE) Beijing is poised to take "de facto control" of the GMA NEWS, South China Sea, the Philippines warned Sunday, but its call for a robust Southeast Asian response at a regional summit was shot down.

Vietnam, the Philippines, Malaysia and Brunei claim parts of the strategic body of water, but Beijing claims nearly all of it, and its increasingly strident territorial assertions have caused concern in the region and beyond.
"(China) is poised to consolidate de facto control of the South China Sea," Philippine Foreign Secretary Albert del Rosario said in Kuala Lumpur a day ahead of an annual Association of Southeast Asian Nations (ASEAN) summit.
He singled out a campaign of land reclamation on disputed reefs that has raised the spectre of permanent GMA NEWS, Chinese bases far out in the sea from which it can enforce its sovereignty.

'Stand up for what is right'
"Is it not time for ASEAN to say to our northern neighbour that what it is doing is wrong and that the massive reclamations must be immediately stopped?" del Rosario asked his fellow ministers. "Is it not time for ASEAN to finally stand up for what is right?"
But summit host Malaysia later rejected the idea of a response that could antagonise China. "We must avoid any action that would be counter-productive and bring us further apart, either amongst ourselves, or with China," Malaysian Foreign Minister Anifah Aman said. "I don't think ASEAN would like to be given an ultimatum, and by the same token I don't think China would like to be given an ultimatum."
Faced with Beijing's immense trade and diplomatic leverage, ASEAN has a history of failing to agree on strong responses over the issue on behalf of its members with disputed maritime claims.
Concern over Chinese land reclamation was re-ignited this month by satellite photos showing huge amounts of sand being dredged and dumped onto fragile coral reefs claimed by the Philippines.
Defense analysts say some of the new islands will be big enough for airstrips and other large facilities, raising the spectre of deepening Chinese domination of a waterway rich in energy reserves, fishery resources, and a vital conduit for much of world trade.
A draft statement prepared before the gathering calls for "self-restraint" at sea but avoids criticising or even mentioning China by name, a diplomatic source said previously.

'Amicable solution' sought
Anifah said "ASEAN member-states want to see that this matter should be settled amicably," and he suggested China someday allow joint use of the artificial islands.

ASEAN has pushed China for more than a decade to agree on a code of conduct at sea that would prevent rival claimants taking steps that could inflame the situation. But actual discussions only started in 2013 and have progressed slowly, with analysts saying Beijing is delaying to buy more time to consolidate its foothold.

Del Rosario said China will likely complete its reclamation projects before ever agreeing to a code of conduct, which would be rendered "irrelevant."
Anifah called Friday for China to help "speed up" the process but ASEAN has avoided tough words.
Philippine President Benigno Aquino warned in a recent AFP interview that Chinese actions "should engender fear for the rest of the world," and could threaten freedom of navigation.
The satellite photos released by the Center for Strategic and International Studies showed a flotilla of Chinese vessels dredging sand onto a feature known as Mischief Reef in the Spratly Islands. Other photos showed a runway and ship harbour taking shape on Fiery Cross, also in the Spratlys.
GMA NEWS, China has angrily rejected criticism, saying it can do as it pleases in waters that are its "indisputable" territory.

Malaysia police said they arrested on Sunday 12 Islamic militants planning attacks in Kuala Lumpur during the ASEAN meeting, seizing materials that could be used to make explosives.
Police did not make clear whether the planned attacks were specifically directed at the diplomatic gathering, but have warned of rising militant activity inspired by the Islamic State jihadists in Syria.

US sharing PHL techniques in Balikatan with other allies

"We are using what we have learned from our Filipino counterparts in helping other countries."

Posted by GMA News on Wednesday, April 29, 2015
The United States troops are sharing whatever they learned from their Filipino counterparts in the Balikatan joint military exercises with their allies from other countries, a US military official said on Wednesday.

“We can assure you that we are using what we have learned from our Filipino counterparts in helping other countries,” said Col. David Womack in a statement. Womack is the commander of the US Army contingent in the Balikatan exercises.

Womack said the US soldiers are also better as the two sides exchanged knowledge and skills during the military exercises. He said among the things the US side learned were techniques in responding to disasters. However, Col. Laurence Mina, commander of Philippine Army contingent, said the US troops were particularly interested in jungle survival skills.

Global Markets: Asia shares pause, dollar pressured before Fed

SYDNEY - Asian share markets paused near seven-year peaks on Wednesday while investors exited crowded positions in the US dollar as the Federal Reserve wraps up a two-day policy meeting. The broad retreat in the US currency came as a string of soft data seemed to push back the day when the Fed might start lifting rates, and defied a jump in Treasury yields. Trading was thinner on Wednesday with Japanese markets on holiday and little in the way of major data due in Asian time. That helped the dollar index stabilize at 96.111 after touching the lowest since March 5. The euro stood at $1.0970 having stopped short of resistance at $1.1000. The dollar fared better on the yen at 118.84 as Japan's central bank is expected to reaffirm its massive stimulus campaign at a policy meeting on Thursday. Talk of more policy easing in China has also put a bid under many regional stock markets. MSCI's broadest index of Asia-Pacific shares outside Japan inched up to their highest since early 2008. Australian stocks eased 0.2 percent after repeatedly shying away from a major psychological barrier at 6,000. On Wall Street the Dow had ended Tuesday with gains of 0.4 percent, while the S&P 500 rose 0.28 percent and the Nasdaq dipped 0.1 percent. Aiding the Dow was a 1.9 percent gain in IBM shares after the company hiked its quarterly dividend by 18 percent, the biggest increase in five years. Apple hit a record high after posting stellar results, but still ended down 1.6 percent. Shares of Twitter dropped as much as 24 percent after its results disappointed, before closing with a loss of 18.2 percent. The Fed's latest policy statement will come just hours after data are expected to show the US economy grew at a pedestrian 1 percent annualised pace in the first quarter, partly due to bad weather and a port strike. The Fed has so far played down the softness in the hope of a rebound in the second quarter, and there have been hints of a much-needed upturn in wages and inflation. "Investors are approaching FOMC with the view it will bore as much as possible. The risk is that what is neutral to the Fed may be surprisingly upbeat to the market," said analysts at Citi. "We would not see this as a big near-term boost to the dollar and bond yields, but more a reminder that the Fed remains hopeful that data will improve sufficiently for a lift off in September." Yields on 10-year US Treasury paper were near one-month highs at 2.010 percent on Wednesday, having drifted up from 1.90 percent at the start of the week. Oil prices slipped as expectations US crude stockpiles have reached record highs offset security scares in the Middle East and support from a softer dollar.

The broad retreat in the US currency came as a string of soft data seemed to push back the day when the Fed might start lifting rates, and defied a jump in Treasury yields.

Indonesia’s Widodo ‘sympathetic’ to PNoy’s appeal for Veloso’s life –Palace

Indonesian President Joko Widodo was sympathetic when he heard President Benigno Aquino III's appeal for the life of Mary Jane Veloso, a Filipina sentenced to death in Indonesia over drug charges. Communications Secretary Herminio Coloma Jr. issued this statement on Monday, after Aquino pesonally appealed to Widodo for "humanitarian consideration" this morning. Coloma added that Widodo consulted with Indonesia's attorney general on legal issues, and pledged to resume conversations with Aquino on Veloso's case later in the day. The 30-year-old Veloso is set to be executed by firing squad on Tuesday. She was transferred to Indonesia's execution island last Friday. The Philippine government has already filed its second appeal for judicial review on Veloso's case, hoping to commute her sentence to life imprisonment Manila first sought an appeal last March, questioning the competence of the translator provided to Veloso during the trial. It was rejected by Indonesia's Supreme Court, but its laws allow death penalty cases to be appealed and reviewed despite a final ruling. The second appeal includes proof that Veloso is not a drug smuggler based on the findings of a Philippine Drug Enforcement Agency team who visited her in prison last month. Veloso, a mother of two, was arrested in 2010 at the Yogyakarta International Airport after 2.6 kilograms of heroin were found in her luggage. —KBK, GMA News
